SUMMARY AND BACKGROUND OF SUBJECT MATTER:

The 2018 Capital Budget includes the annual Street Maintenance Program (SMP). The purpose of the SMP is to protect and preserve the value of the street assets and to maintain their safety and drivability.  Maintaining the Town’s streets is important for public safety and as a means to extend the useable life of the streets. Repair work generally consists of asphalt patching, overlay & reconstruction, and various surface treatments including: microsurfacing, rock seal, cape seal, slurry seal, chip seal, double chip seal, and/or hot applied chip seal.

 

Surface treatments, compared to traditional asphalt overlays, is the most cost-effective way to maintain street conditions.  With surface treatments, the Town is able to extend the life of roads that have not degraded to a point where they require an overlay.  This strategy also results in a greater number of miles being treated each year.

 

Street conditions are assessed using a standardized method of pavement distress identification developed by the United States Department of Transportation’s Federal Highway Administration. Distress ratings for each street are stored in a pavement management database that, when applied to a formula, calculates the Remaining Service Life (RSL) of a street section where RSL 20 = New, and RSL 0 = Failed.

 

This assessment is used in the pavement management software to determine the type and desired timing of maintenance treatment for the streets. Staff compares the software information with development and other capital projects in the areas to select locations.

 

For 2018, Staff requested bids for a ¼” single chip seal with fog seal on:

                     119th Street from State Highway 7 north approximately 11,750 linear feet to new surface just north of Water Treatment Facility Access Road.

                     Kenosha Road from County Line Road west approximately 4,005 linear feet to end of maintenance.

                     109th Street from Erie Parkway north approximately 5,090 linear feet to end of maintenance.

                     Arapahoe Road from Lakota Ranch Road west approximately 5,380 linear feet to State Highway 287.

 

The areas identified are not to a point of needing complete reconstruction at this time; therefore a reconstruction cost was not bid.

 

With the bids received under estimated cost, the Town requested an additional bid for work on Erie Parkway from start of maintenance (just west of I-25) west approximately 21,025 linear feet to Weld County Road 5 intersection. The proposed cost for this work is $319,141.20.

 

Bid Results

An Invitation to Bid was sent out on June 14, 2018.  A Bid Opening was held on June 28, 2018.  There were no local bidders. The Town received one bid from A-1 Chipseal Company.

 

Recommendation

Staff recommends award of contract and change order to A-1 Chipseal.  A-1 Chipseal is familiar with this type of work and has completed successful projects for the Town of Erie as well as other municipalities. Monies not used on this project will be transferred to complete additional asphalt repairs. Staff has reviewed the bid and found the bid to be competitive.  The following is a breakdown of the project summary:
