SUMMARY AND BACKGROUND OF SUBJECT MATTER:

This bridge was constructed in 1989 and is located approximately 0.25 miles south of State Highway 52 on Weld County Road (WCR) 3. This is a single-span bridge with a corrugated metal deck supported by steel girders on concrete abutments, and spans over the Lower Boulder Ditch.

 

In May 2022, staff retained RockSol Consulting who prepared preliminary and final construction plans for replacement of the existing bridge with a concrete box-culvert structure, upgrades to the bridge guard rails and reconstruction of the roadway over the bridge.

 

In February 2023, the CDOT Bridge Inspection Program notified the Town that the WCR 3 bridge was inspected and was designated as requiring “Essential Repairs;” a designation that recommends replacement of the existing corrugated steel deck due to severe corrosion, within a year of the notification.

 

In April 2023, CDOT selected the project to receive a $1,036,368 CDOT Off-System Bridge Grant for construction costs to replace the existing bridge and roadway using a box-culvert bridge design. In October 2023, the Town executed an Intergovernmental Agreement with CDOT; accepting the grant, in accordance with Town Resolution No. 23-112.

 

Staff has completed the project construction documents and in accordance with CDOT grant requirements advertised and received bids for construction. Staff also intends to request Town Council approval of a Professional Services Agreement for Construction Management Services for the WCR 3 Bridge Replacement Improvements at this evening’s meeting.

 

In order to complete the bridge replacement on the schedule recommended by CDOT, and to enable the Lower Boulder ditch to convey irrigation water starting on April 1, 2025; the construction contract requires the contractor to complete the box-culvert construction and road way reconstruction by March 31, 2025.

 

This construction contract requires the contractor to implement a full-road way closure (with traffic detour routes) of WCR 3 at the bridge work site.  The closure will only allow access along WCR3 for local and pedestrian traffic. Specifically, property and business owners located north of the bridge will have access only from HWY 52; and property and business owners located south of the bridge will have access from WCR 10.5 and WCR 12.  To promote safety, local traffic will not be allowed through the bridge work area during the full-road way closure at the bridge work site; requiring the detour routes be implemented.  The road way closure is planned to begin on January 6, 2025 through March 31, 2025.

 

Staff posted a request for bids on Bidnet Direct for the Weld County Road 3 Bridge Replacement Improvements on August 19, 204. Staff held a non-mandatory pre-bid meeting on August 30, 2024. The Town received the following bids on September 18, 2024:

The low bidder is RCD Construction, Inc. Staff checked their references, and determined they are qualified to construct this project. Accordingly, staff recommends awarding the construction contract for the Weld County Road 3 Bridge Replacement Improvement project to RCD Construction, Inc., for the bid amount of $834,401.96 and a contingency amount of $83,440 for a total contract amount of $917,841.96.  In addition to this resolution, on the agenda tonight is a resolution approving a Professional Services Agreement for Construction Management Services for the Weld County Road 3 Bridge Replacement Improvement (Consent Agenda 24-420).

 

Fiscal Impact:

The 2024 General Fund Capital Budget has $1,177,897 appropriated for construction of Weld County Road 3 Bridge Replacement Improvements. In accordance with the IGA, up to $1,036,368 in construction costs will be reimbursed by CDOT grant funds; and all construction costs above that amount will be covered by the Town’s match for the grant.
