SUMMARY AND BACKGROUND OF SUBJECT MATTER:
It is important to ensure drainage facilities are maintained and in good repair for the protection of water quality and downstream properties. The 2016 budget includes funds for drainage facility maintenance and repair. Due to the age of the development and the number of storm water detention ponds, Vista Ridge was selected for review this year.
In order to ensure the storm water detention ponds are functioning properly, a Drainage Consultant was hired to assess the condition of the detention ponds. After reviewing the assessment, staff determined that the conditions warranted hiring a contractor to perform this maintenance. This assessment was used to bid a maintenance project in which 9 storm water detention ponds will be maintained.
An Invitation to bid was posted on the Town’s website for the Vista Ridge Detention Pond Maintenance Project on October 4, 2016 to ensure that local contractors were notified about this project. No Erie contractors submitted bids.

The low bidder is Mountain Constructors Inc. Mountain Constructors has worked for the Town of Erie in the past. They constructed the initial phase of Erie Parkway east of County Line Road, constructed the A3 Mid Field and East Taxiway Connectors at the Erie Municipal Airport, the Coal Creek Trail Extension from Cheesman Street to Reliance Park, flood repairs to the irrigation pond east of Erie Commons and the WCR 5 Bridge Repair. Staff has reviewed Mountain Constructors, Inc.’s bid and found it to be acceptable.
Staff is recommending awarding the construction contract for the Vista Ridge Detention Pond Maintenance Project to Mountain Constructors Inc., in the amount of $39,155.
