Policy
POLICY ISSUES:
This expense continues to fund the rehabilitation of the Schofield barn in line with the recommendations of the Historic Structures Assessment. In addition, whether to allow unspent funding from 2025 to rollover into 2026, resulting in a new appropriation of funds for the project. Approval of the rollover will allow this agreement to move forward and will be captured in the First Supplemental Budget Appropriation in 2026.
Recommendation
STAFF RECOMMENDATION:
Approve the Resolution to amend the Contract.
Body
SUMMARY/KEY POINTS
• The funding is currently budgeted in 2025 and will require a rollover in 1st supplemental for the contract amount. The full available amount is $4,059,941.26. If the contract amendment is approved, the rollover in supplemental must be approved or no budget will be available.
• The contract has been reviewed by the Town’s legal counsel, and the amendment approval is vital to take advantage of current pricing.
• This contract will continue the rehabilitation of the barn at Schofield associated with the State Historical Fund grant award
BACKGROUND OF SUBJECT MATTER:
In September of 2025, Council approved a resolution to approve a contract with A&M Renovations to begin the rehabilitation of the barn at Schofield. By approving a smaller amount in September, the Town was able to take advantage of the subcontractor’s schedule to begin masonry work this fall versus waiting until spring of 2026.
Council approved a second amendment in November to secure subcontractor schedule and pricing for demolition, concrete, structural, roofing, windows and doors, exterior rehabilitation, plumbing, and elevator design. The project is progressing and to secure early pricing for mechanical units and the entire mechanical scope, electrical conduit, and completion of the fire suppression system design, a second amendment is being presented for consideration.
Built around 1905, the barn stands as the largest and most iconic structure on the property and will serve as a community event, meeting, and interpretive space. The improvements have been approved through the Town’s Certificate of Appropriateness process and the State Historical Fund, which has contributed $250,000 to the project via a 2025 grant award.
A&M brings several years of experience on the Schofield project after earning selection through a competitive RFP process.
Original Contract Amount: $ 442,049
1st Amendment: $2,280,481
2nd Amendment: $ 662,779
Total New Contract Amount $3,385,309
Once the ongoing site improvements reach a stable phase, staff will return with an additional amendment for the remainder of the project.
