SUMMARY AND BACKGROUND OF SUBJECT MATTER:
After community and stakeholder engagement in 2019, the Parks & Recreation Department completed parking lot improvements along with the Coal Creek Disc Golf Course in 2020. During the project, the old existing lot underwent redesign and reconfiguration to maximize available parking spaces and meet ADA parking requirements. The access drive was converted from recycled asphalt to paved asphalt and striped to designate parking spaces. Paving of the main lot was postponed until all reclamation efforts for the Erie Parkway bridge project were completed and accepted.
This project will pave the remaining section of the parking lot while addressing stormwater management issues. The project will paint designated spots and install a rip rap band on the western border of the lot designed to capture and reduce surface flows from the site.
Fiscal Impact: This project was included as a capital improvement project in the 2023 budgeting process and received formal approval in the 2024 Budget, with a budget allocation of $168,750.
In accordance with Section 9, Cooperative Purchasing of the Town’s Purchasing Policy, the Parks & Recreation Department selected Sunland Asphalt and Construction, LLC for this project. Sunland Asphalt and Construction, LLC is an approved vendor through the Gordian Job-Order Contracting cooperative purchasing process for labor and materials for this project. The Town has been a member of this cooperative platform since 2022. Participating in approved cooperative purchasing allows governments, educational entities, and non-profits to take advantage of competitively bid goods and services for routine projects. Since Requests for Proposals are bid nationally then broken down by region, pricing and contractor diversity is more competitive. The process is also streamlined allowing for quicker procurement timelines.
