SUMMARY AND BACKGROUND OF SUBJECT MATTER:

This bridge was constructed in 1989 and is located approximately 0.25 miles south of State Highway 52 on Weld County Road (WCR) 3. This is a single-span bridge with a corrugated metal deck supported by steel girders on concrete abutments, and spans over the Lower Boulder Ditch.

 

In May 2022, staff retained RockSol Consulting who prepared preliminary and final construction plans for replacement of the existing bridge with a concrete box-culvert structure, upgrades to the bridge guard rails and reconstruction of the roadway over the bridge.

 

In February 2023, the CDOT Bridge Inspection Program notified the Town that the WCR 3 bridge was inspected and was designated as requiring “Essential

Repairs;” a designation that recommends replacement of the existing corrugated steel deck due to severe corrosion, within a year of the notification.

 

In April 2023, CDOT selected the project to receive a $1,036,368 CDOT Off-System Bridge Grant for construction costs to replace the existing bridge and roadway using a box-culvert bridge design. In October 2023, the Town executed an Intergovernmental Agreement with CDOT; accepting the grant, in accordance with Town Resolution No. 23-112.

 

Staff has completed the project construction documents and in accordance with CDOT grant requirements the Town has advertised and received bids for construction which are under review. Staff also intends to request Town Council approval of a construction contract for the WCR 3 Bridge Replacement Improvements at this evening’s meeting.

 

CDOT has extensive requirements for oversight during construction and does not allow a project’s design/engineering firm to provide inspection and construction management services. As such, the Town will continue to use RockSol Consulting, during the construction phase for assistance with requests for information, shop drawing review and preparation of as-builts once the project is constructed.

 

Staff advertised a Request for Proposals on Bidnet Direct for a Construction Management firm to provide plan review, inspection, testing, assist with public communications and provide project oversight to comply with CDOT’s requirements. The procurement and selection process moved forward on the following schedule:

The Town received six proposals and staff reviewed the proposed team qualifications of each firm in detail and met to discuss them. Due to the requirements for CDOT federally funded projects, the proposal evaluations and selection must be based on qualifications and fees cannot be taken into consideration. Staff ranked Ulteig Operations, LLC as the top ranked firm. Staff ranked the remaining five proposals follows:

Staff recommends awarding this Professional Services contract for construction management services to Ulteig Operations, LLC based on the team’s significant experience providing construction management and inspection services as owner-representative for municipal agencies, significant working knowledge of CDOT forms and procedures required to document grant projects, and very detailed approach to managing the construction project. Although Ulteig has not worked for the Town in the past; reference checks performed by the Town’s Project Manager indicate Ulteig has performed well on other similar municipal and CDOT projects.

 

In addition to this resolution, staff have placed on the agenda tonight a Resolution for approving a construction contract for the WCR 3 Bridge Replacement Improvements (Consent Agenda 24-459).
