STAFF RECOMMENDATION: Approving the Resolution to award said contract, authorizing the appropriate Town officer to execute said contract, authorizing Staff to expend contracted funds and contingency funds, and authorizing new appropriation of funds.

SUMMARY AND BACKGROUND OF SUBJECT MATTER: One of our sustainable features at the Town is the Solar Thermal System Installed at our Erie Community Center in 2007. The system pre-heats the water before it reaches the gas-filled water heaters.

 

The system slowly began to lose heat, which led to the discovery that the system had malfunctioned, after investigation it was determined the system had over heated, and the glycol was released into a holding tank in the boiler room, taking the system off line.

 

The Solar Thermal System is currently offline, and it will take several steps and parts to get the system back online:

Remove burned glycol

Perform air test on thermal System to identify any existing leaks

Install additional expansion tank and set tank pressure

Clean out Y-strainer trap

Replace 10 auto air vents

Replace failed seal in main glycol circulation pump

Replace main high pressure auto air vent in mechanical room

Recharge system with new high-temperature nontoxic solar glycol

Commission the new system

Remove & safely dispose of burned glycol

On Site training for Town facilities staff

 

The company who originally installed the Solar Thermal System at the Erie Community Center is no longer in business, staff reached out to Namasté Solar who installed and currently maintains the photovoltaic solar array system installed at the Leon A. Wurl Service Center and they referred us to Aqua Care Solar LLC. 

Aqua Care Solar, has been in business since 1992, providing solar thermal heating for swimming pools, hot tubs, high efficiency boilers and water heaters and has experience working on this brand of system.  

Because this is a significant resource for the Town and a sustainable asset at our Community Center, it is the staff recommendation to award the contract to Aqua Care Solar LLC to get the system back online.
