POLICY ISSUES:
In June 2024, the Town Council adopted the Affordable Housing Policy which included Item E: “The Town will pursue grants and other resources to support and subsidize the creation and preservation of housing that serves renters, homebuyers, and homeowners across a broad affordable income spectrum.”
The implementation of the CDBG funded Housing Rehabilitation Program will support the preservation of manufactured homes as a critical element of our affordable housing inventory.

Recommend the Town Council approve the Subrecipient Agreement for Community Development Block Grant Funds with Weld County to implement a Home Repair Program.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The Town of Erie Affordable Housing Division applied for grant funding under the Weld County Community Development Block Grant (CDBG) Program to establish a Housing Rehabilitation Program for low/moderate income owner-occupants of mobile/manufactured homes in Old Town. Weld County awarded the Town with $167,000 in grant funds to initiate the program. The CDBG Subrecipient Agreement is the contract between the Town of Erie and Weld County for receipt of these funds.
The Erie Housing Repair Program will provide up to $15,000 in funding per home to address health and safety issues, install needed accessibility improvements, and energy efficiency improvements. Erie intends to hire an organization that has experience evaluating these home repair needs and administering housing rehabilitation programs to implement the program and perform needed improvements. Local matching funds may also be utilized by the Town of Erie Sustainability Department programs to assist residents in installing energy efficiency improvements.
Staff estimate that the CDBG grant funds will aid 10 homeowners in 2025 for critical home repairs and improvements.
