SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The Town of Erie has partnered with the Mile High Flood District (MHFD) on multiple drainage and flood control projects to reduce flood risks. Once projects are completed, they qualify for maintenance support from MHFD.
Project Scope
The Town’s Outfall Systems Plan (OSP) West of Coal Creek identified a path for 111th Street stormwater to be routed west through the Scholfield property and into Boulder County’s Prince Lake Reservoir. When this alignment was first proposed in 2004, the Town anticipated that Boulder County and the Town would reach an agreement for the alignment proposed in the OSP as it included improvements to the reservoir dam. Since that time, Boulder County and the Town have not been able to reach an agreement, and this alignment is no longer viable.
Town staff reached out to MHFD for their assistance to find a solution to the drainage issues on 111th Street. Both the Town and MHFD have budgeted funds to study the drainage problem and come up with a solution to minimize the flooding.
Depending upon the drainage solution, the Town may seek additional funding from MHFD for construction which will require an amendment to this agreement.
MHFD, established by the Colorado legislature in 1969, assists local governments with multi-jurisdictional flood control efforts. The Boulder County portion of Erie falls within the MHFD’s jurisdiction. The Town sought MHFD’s project management and funding support, which can cover up to 50% of eligible costs.
For this project, MHFD will contribute $150,000 in 2025. Through this agreement the Town must match MHFD funds with an additional $150,000. The Town’s portion of this project cost was included and adopted in the 2025 stormwater budget.
