Body

SUMMARY/KEY POINTS

•                     Construct improvements to the existing detention pond outlet to improve drainage and maintenance access.

BACKGROUND OF SUBJECT MATTER:

In 2024, the Town hired an engineering consultant to evaluate storm flows from the Colliers Hill Detention Pond. The consultant determined the outlet structure was not functioning in accordance with the original design intent.

Staff posted a Request for Proposals on BidNet Direct on March 19, 2025, to hire a another consultant to design modifications to the detention pond outlet structure.

On April 22, 2025, the Town received five proposals. Staff reviewed and scored the five proposals; RESPEC and Merrick were tied in the overall score, but RESPEC’s proposed fee is $74,200 and Merrick’s is $117,020. As a result, staff approved a Professional Services contract with RESPEC for the design.

Staff then posted a Request for Construction bid on BidNet Direct Nov. 12, 2025, for the construction of the Colliers Hill Detention Pond Improvements.

Contractors submitted the following bids on Dec. 23, 2025.
