SUMMARY AND BACKGROUND OF SUBJECT MATTER:

The Morgan Hill Filing No. 2 Final Plat is located in the northern portion of Erie. It is directly north of Morgan Hill Filing No. 1 and at the southwest intersection of Weld County Road 3 and Weld County Road 12.

 

The plat encompasses approximately 145 acres which includes 339 lots, 19 tracts and approximately 24 acres of dedicated Open Space. A 14-acre tract is proposed for a Neighborhood Park as well as 0.78 acres for two Pocket Parks. A Spine Trail is planned for the west portion of the subdivision (dedicated Open Space tract) which will connect Filing No. 2 to Filing No. 1 and further south to the Northridge Subdivision.

 

Several tracts are proposed for existing oil and gas facilities within the project area. Many of these facilities have been fully abandoned while others are proposed to remain. All oil and gas setbacks have been met for each type of facility.

 

History:

The entire Morgan Hill property was annexed into the Town in 2008 and initially zoned LR - Low Density Residential and SR - Suburban Residential. In 2014 the Board of Trustees approved a zoning amendment that re-zoned the SR component to LR. The Board approved the Morgan Hill Preliminary Plat in 2014 and included both future Filing No. 1 and No. 2 areas. The Preliminary Plat proposed 490 lots and 16 tracts. The Board approved the Morgan Hill Filing No. 1 Final Plat in 2018.

 

Action Items:

Staff and the Town Attorney drafted a Development Agreement to accompany the Morgan Hill Final Plat. It includes cost estimates for all public infrastructure associated with this development. The Board of Trustees is the approval body for both the Development Agreement and the acceptance of dedications as shown on the Final Plat.
