STAFF RECOMMENDATION:

Recommendation

Approve a change order in the amount of $30,000, between the Town of Erie and RockSol Consulting Group. Authorize the appropriate Town officer to execute said change order, and authorize staff to expend budgeted funds.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:

Background:

The Town has an existing contract with RockSol Consulting Group to provide construction management services for the Erie Parkway Bridge project. The construction of the bridge is substantially complete.  There are punch list items needing follow-up and additional project close out items needed for the project. In addition to closing out the project with all of the needed documentation Town Staff also desires to have RockSol assist during the 2-year warranty period.

 

Rock Sol has estimated an additional $30,000 for the additional effort needed to complete the close out items and to provide assistance during the Warranty Period.

 

RockSol has done an excellent job in managing the construction of the Erie Parkway Bridge.  The engineer’s estimate for construction of the bridge was over $8,000,000. The Original budget for the Bridge Construction was $5,637,200 which included $5,124,696.75 for the base bid and $512,503.25 for contingencies.  The final cost for the bridge construction is $5,139,159.56, only $14,462.81 over the original base bid, or $498,040.44 under the approved project budget, this is largely due to RockSol’s excellent project management.

 

A major activity included in the final cost includes oversight of the addition of mill and overlay of Erie Parkway from the west edge of the bridge project to the intersection of Erie Parkway and Briggs Street, which was not part of the original project scope.  There were several other additional items and unknown conditions during construction that caused for additional expenses, and there were multiple savings due to RockSol’s diligent project management services during the construction phase.

 

 

Fiscal Impact:

RockSol’s Construction Management contract was originally approved for $544,300 which included $484,834 with a $48,466 contingency which was used as part of the project. The additional $30,000 will put the total project management cost at $574,300.
