SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The Open Space and Trails Advisory Board identified open space and trails signage as a high priority for 2016, requesting staff include in the Trails and Natural Areas Fund 2016 budget a Trails and Open Space Signage Project. This project was funded with an appropriation of $25,000.00. The purpose of this project is to build awareness of Town owned properties and enhance the visual environment.
Staff identified four primary locations that would meet the conditions of the program, highlighting high visibility and usage areas as well as recent open space acquisitions and. The four locations are:
• Allan Farms
• The Coal Creek Trail and Open Space Corridor at Erie Parkway
• The Coal Creek Trail and Open Space Corridor at Vista Parkway
• Sunset Open Space
In March 2016 the Parks & Recreation Department issued a Request for Proposals (RFP) for cost of the fabrication and installation of open space signage using the specifications in the Erie Parks & Recreation Signage Manual. Four sign companies requested the RFP and we received the following proposals/quotes per sign:

After reviewing all proposals submitted, staff recommended awarding the contract to Schlosser Signs, Inc. as the most qualified as well as the low bidder. This was presented to the Open Space and Trails Advisory Board in late spring 2016, the advisory board chose not to endorse staff’s recommendation. And the project did not proceed at that time.
Staff now feels that it is important to move forward with this project in order to educate our residents on the many Town of Erie owned open space properties. An updated quote has been obtained received from the Schlosser signs, Inc., with a per sign price of $6,209.00. This updated price is still lower that all others received and allows us to have four signed placed within our budgeted funds.
Upon Board approval, staff will work with Schlosser Signs, Inc. to finalize fabrication and installation schedule. It is anticipated that all signs would be installed by the end of April 2017, weather permitting.
