SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The 2025 Edition of the Standards and Specifications for Design and Construction (Standards and Specifications) was adopted in December of 2024.
The Standards and Specifications provide guidance to both internal and external agencies on the design and construction of public improvements within the Town. This includes but is not limited to guidance on site work, water facilities, sanitary sewer facilities, drainage facilities, and transportation facilities. To ensure the Standards and Specifications are kept current, periodic updates are necessary.
In preparing the 2024 and 2025 Editions of the Standards and Specifications, staff determined that more robust updates were needed for standards, specifications, and details regarding transportation that will align the Town’s Transportation and Mobility Plan (TMP) which was adopted in December of 2024.
In August of 2023, the Town of Erie entered into an agreement with one of the Town’s on-call consultants, Fehr and Peers, to prepare updates to these standards, specifications, and details to be in alignment with the Transportation and Mobility Update and with direction from Town of Erie Engineering and Transportation staff. These updates include but are not limited to updated street sections, speed mitigation standards and details, reduced speeds, and a more multi-modal approach overall.
Town staff selected Fehr and Peers for this task from our on-call teams because they were also working on the TMP update on behalf of the Town. To be better aligned from a timing perspective, Town staff began the effort of updating transportation standards, specifications, and details while the TMP was concurrently being worked on to minimize the gap between TMP adoption and the new standards being implemented.
To assist this process and ensure collaboration among affected parties, Town staff formed a Technical Advisory Committee (TAC) consisting of staff from engineering, transportation, planning, neighborhood services, and operations and maintenance, and sought specific input from Erie PD and Mountain View Fire District. The TAC reviewed submittals of revisions to the standards, specifications, and details and worked to address comments to ensure input from all departments was considered and appropriate changes made to reflect that input.
The attachments include a summary of the TAC review process the TAC engaged in with the consultant as well as the finalized standards and specifications.
