POLICY ISSUES:

Ensuring safety is a fundamental Town policy, by relocating this facility the Town will reduce potential risk to the terminal building. It will also separate and allow for more accurate accounting of electrical demands on the airfield versus the terminal building, which achieves the Town’s stated priority of being fiscally responsible.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:

Relocating the electrical vault, which has long been attached to the terminal building, is an existing planned project in the Airport Capital Improvement Project for the Town. We are moving up the project in time due to staff becoming aware that it is a potential hazard and has gear in it that is potentially defective. In 2024 Town staff requested that the Federal Aviation Administration (FAA) prioritize this project and move it up by a year, after becoming aware of these issues. FAA funding was not available in 2025, but Colorado Department of Transportation (CDOT) stepped up to provide the funding on short request given the circumstances. Since this is not a FAA funded project, the Town will be responsible for 10% instead of 5% of the cost. Staff determined that this was a reasonable approach in order to ensure the safety of the Town-owned terminal building.

 

A side benefit of this project is that we will be able to separate the electrical demand of the terminal building from the airfield equipment, account better for airport operations and more properly invoice the leased terminal and hangar building.
