POLICY ISSUES:

The proposed resolutions adopt documents that provide guidance to Town staff working to implement the Town of Erie’s affordable housing goals of encouraging the development of a variety of housing types and affordability throughout the community. The Town’s efforts to promote more diverse housing opportunities for households in a broad range of income and types-families, households without children, and individuals-will enable them to call Erie home. This will in turn make it easier for local businesses and organizations to hire employees who live in Erie, help reduce traffic associated with jobs in Erie, enable more people who have grown up in Erie to afford to move back home, make it possible for more elders to afford to “age in community” when they downsize in Erie, and make it easier for grandparents who live elsewhere to move to Erie to be near their children and grandchildren who live here. Additionally, this work supports the Towns commitment through the Regional Housing Partnership to make 12% of the Town’s housing stock be affordable by 2035.

STAFF RECOMMENDATION:

Recommendation

Staff recommend approving the two resolutions adopting the two documents prepared to serve as guides for the Town’s affordable housing initiatives. The first document is the Updated Housing Needs Assessment and Affordable Housing Strategy, and the second document is the Town of Erie Affordable Housing Policy.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:

In February 2023, the Town’s affordable housing consultants, czb LLC, completed the Housing Needs Assessment and Affordable Housing Strategy (HNA). Recognizing the need for additional analysis and detail on the gap in housing affordability in Erie, staff completed a gap analysis to identify types and affordability levels of housing needed. Staff also recognized that a concise list of policies would serve efforts to implement the Town’s Affordable Housing Strategy.

Staff met with the Planning Commission on Feb. 21, 2024, and presented the gap analysis that is now included in the updated HNA. On May 15, 2024, staff met again with the Planning Commission to share and discuss the Affordable Housing Policy and to ask the Planning Commission to recommend adopting the HNA and the Affordable Housing Policy as guiding documents for the Town and the Affordable Housing Division. The Planning Commission voted unanimously to recommend the Town Council adopt these documents.

Staff presented the gap analysis update to the HNA to the Town Council on May 21, 2024. The presentation included an overview of the Affordable Housing Policy. Staff ask the Town Council to adopt the updated HNA document and the Affordable Housing Policy as guiding documents for the Town and the Affordable Housing Division as we pursue the Town’s Affordable Housing goals.
