STAFF RECOMMENDATION: Approve a Resolution authorizing continuation of the High Efficiency Washing Machine Rebate Program and authorizing staff to expend said funds.

SUMMARY AND BACKGROUND OF SUBJECT MATTER: In 2008, the Board of Trustees approved Resolution 08-10, amending the 2007 Water Conservation Plan and formally adopting the Town of Erie’s Water Conservation Plan. At the January 13, 2015 meeting, the board decided on the 2015 Water Conservation Plan, which includes the High Efficiency Washing Machine Rebates.
According to the U.S. Department of Energy, ENERGY STAR certified clothes washers use about 25% less energy and 40% less water than regular washers. Below is a summary of the rebates issued since the program began.

In the 2018 operating budget there is $4,000 total budgeted for the issuance of 80 Washing Machine Rebates at $50 each. Based on the amount of rebates issued in 2017 and the continued town growth, we are recommending offering 80 rebates beginning in January 2018. The program has proven to be consistent and continues to assist in providing a solution to help support the Town’s Water Conservation Plan
Staff also recommends maintaining the purchase date parameter at March 4, 2008 (the date the State of Colorado officially accepted the Water Conservation Program).
High Efficiency Washing Machine Rebate Program Guidelines:
• Must be a customer of the Town of Erie with a current, non-delinquent account.
• The machine must be installed at the primary address and must remain in the possession of the original purchaser, or remain at the original installation address for at least one year from the date of purchase. Leased washers are not qualified. Original receipt must be provided and show a purchase date of March 4, 2008 or later.
• The machine must be a qualifying model listed on the www.energystar.gov <http://www.energystar.com/> website.
• A completed and signed Affidavit of Lawful Presence in the U.S. (required by House Bill 06S-1023 signed into law on July 31, 2006) must be provided along with a legible copy of an acceptable form of identification.
• Must include a copy of current Town of Erie water bill.
• Rebates are on a first-come, first serve basis with a maximum allowable rebate of one per family account.
• Required materials can be mailed to or dropped off at the Public Works Department located on the second floor of Town Hall (PO Box 750).
