SUMMARY/KEY POINTS
• Street lighting was intentionally not included in the original request for bid.
• Due to the Town taking over streetlights from Xcel, the Town now needs to contract for the installation of streetlights and associated electrical work.
• An amendment to expand the scope of recent work with CEI is the quickest and most cost-effective approach for installing streetlights.
BACKGROUND OF SUBJECT MATTER:
When the County Line Road South Roundabout was designed, Xcel was the owner and designer for streetlights. Recently, the Town has taken over ownership and maintenance of streetlights which means the Town is responsible for the design and construction of any new project requiring streetlights.
Town Council approved a Third Amendment to Sanbell-Rocky Mountain’s Professional Services Agreement to provide a lighting design for the County Line Road South Roundabout project. Sanbell provided the Town of Erie Lighting Design plans dated Oct. 8, 2025.
Since this is an additional scope to the project awarded to CEI on May 13, 2025, Staff asked CEI to provide the cost for this additional scope of work based on the lighting plans dated Oct. 8, 2025.
Original Contract Price: $5,038,526.75
Cost for lighting and electrical work: $672,916.20
Total: $5,711,442.95
Staff recommends approving the First Amendment to the Construction Contract with Concrete Express, Inc. for the South Roundabout Project.
