SUBJECT:

Title

A Resolution of the Town Council of the Town of Erie Adopting the Town's Three-Mile Plan

Body

DEPARTMENT:                       Planning & Development

PRESENTER:                      Kelly Driscoll, Planning Manager

POLICY ISSUES:

State law requires the Town to adopt a Three-Mile Plan. Consistent with the Town’s past practice and prevailing practice elsewhere in Colorado, the Resolution proposes adopting a compilation of the Town’s Comprehensive Plan and other long range and strategic plans and relevant documents as the Town’s Three-Mile Plan.

STAFF RECOMMENDATION:

Recommendation

Approve the Resolution adopting the Three-Mile Plan

SUMMARY AND BACKGROUND OF SUBJECT MATTER:

C.R.S. § 31-12-105(1)(e) requires the Town of Erie to annually adopt a Three-Mile Plan that generally describes the location, character, and extent of future public utilities and infrastructure as well as proposed land uses in an area extending three miles beyond the municipal boundaries, prior to completing annexation of land. Historically, staff has relied upon the Comprehensive Plan, complemented by the Town’s additional long range and strategic plans and other relevant documents previously adopted and used by the Town, as the Three-Mile Plan. This is the practice of most municipalities in Colorado. Therefore, a Resolution formally adopting the compilation of land use plans, procedures and documents as the Three-Mile Plan for the Town is appropriate.

Since adopting the Three-Mile Plan in 2024 the following have been updated:

                     Erie Municipal Code

                     Official Zoning Map

                     Comprehensive Plan

                     Land Use Plan Map

                     Transportation and Mobility Plan

Standards and Specifications for Design and Construction of Public Improvements

                     Mixed Use Development Guide

                     Police Department Strategic Plan

The Land Use Plan Map illustrates changes to the Planning Area Boundary to reflect our ability to serve with public utilities. Specifically, the western boundary of the Planning Area shrunk to exclude properties west of 287, due to infeasibility of serving with Town utilities. The northern portion of the boundary adjusted to reflect the Town’s section 208 boundary, otherwise known as sewer service boundary. Lastly, the boundary adjusted to include the property at 111th and Arapahoe Road, as outlined in the 2019 Global Settlement IGA with Lafayette. The image below shows the difference between the previous (dashed blue line) and current (solid red line) Planning Area Boundary.
