POLICY ISSUES:
Per the Town’s purchasing policy and current contract agreement with ECI Site Construction Management, the contract needs to be amended to move the project from the pre-construction services phase of the project to the construction phase. The amendment will incorporate the guaranteed maximum price (GMP) for Phase 2, Package A of the site improvements and allow staff to expend budgeted funds.

BACKGROUND OF SUBJECT MATTER:
Town Council (then the Board of Trustees) accepted the Strategic Plan for Schofield Farm Open Space in February 2018. The planning process included extensive public involvement and established a vision for the property that features an event space, agricultural interpretation, and passive recreational opportunities. Since adopting the plan, staff has actively worked to implement the community’s vision for the site.
In 2023, staff completed the renovation of the historic Farmhouse with support from a State Historical Fund grant. Staff has also collaborated with the non-profit, CO-Create Erie Makerspace to develop plans for transforming the Quonset hut into a community Makerspace, while simultaneously advancing plans to renovate the large barn and other structures on the site.
To date, the project has secured over $1.6 million in grant funding to leverage Town dollars. Economic Development funding from the General Fund is supplementing the renovation of the Quonset hut for the Makerspace.
To accommodate multiple building renovations at the site, staff is implementing site improvements in phases. Phase 2, Package A, includes parking, site access, drainage improvements, utility infrastructure, trail connections, landscaping, and irrigation work. These improvements will support the Makerspace and barn renovations by ensuring necessary infrastructure is in place when those buildings are completed. Package B will follow immediately and will include site improvements to support the event spaces, community gardens, play areas, additional trailhead parking, and expanded trail connections to Erie Lake.
In February 2025, the Town entered into a Construction Manager At-Risk (CMAR) contract with ECI Site Construction Management. The initial contract covered pre-construction services to allow the contractor to support the development of construction plans, improving efficiency and constructability. This agenda item asks Council to approve a resolution to amend the existing CMAR contract and incorporate the guaranteed maximum price (GMP) for Phase 2, Package A. The current GMP reflects 90% construction plans and will be revised upon completion of the 100% plans. The final GMP will be lower than the current amount due to the shift of certain Package A improvements into Package B.
Amending the CMAR contract now positions the Town to begin construction promptly. This approach enables ECI to secure permits and procure materials in advance, avoiding cost increases driven by volatile market conditions. With Council approval, construction will begin in late July 2025 and conclude in late August 2026.
