SUMMARY AND BACKGROUND OF SUBJECT MATTER:

On June 28, 2022, the Town executed a professional services agreement with Sanderson Stewart to design the County Line Road Improvements from Telleen Ave to Austin Ave. Included in the scope of work is designing a pedestrian/biking underpass to connect Erie Community Park to the future Town Center.  See attached Vicinity Map - Underpass Project.

Currently progressing through the conceptual and preliminary design phase, the Town requested several iterations of conceptual designs before requesting Sanderson Stewart develop a new roadway section to reduce the footprint of the underpass.

The following additional services above the originally anticipated level of effort is required to finalize the design of the pedestrian/biking underpass and includes:

•                     Development and evaluation of two alternative roadway sections considering striped median and no-median options;

•                     Preparation of conceptual grading plans and utility conflict reviews, associated drainage report review and revisions, and integrating the selected roadway option into the 50% drawing submittal; and

•                     Additional meetings with the Town to discuss design changes and project impacts, and revising the Engineer’s Opinion of Probable Construction costs based on selected roadway section.

Staff recommends the Town Council approve the amendment to the professional services agreement with Sanderson Stewart to authorize the additional services to reduce the size of the underpass, minimize conflicts with private utilities, as well as the impact of adjacent private developable land and park land.

Fiscal Impact:

Sufficient funding is included in the CIP Project budget including:  $67,429 for services and a 10% contingency of $6,743 for a total recommended cost of $74,172.

Original Base Contract Amount:                                                                $ 411,146
