SUMMARY AND BACKGROUND OF SUBJECT MATTER: The Town has been a participant in two long term water storage projects, the Northern Integrated Supply Project and The Windy Gap Firming Project, for many years. These projects are intended to provide for long-term water supplies for the Town. Participants in these projects are required to have Water Conservation Plans and are required to show steps in improving water conservation. The Town of Erie Water Conservation Plan was updated in December of 2014 and was adopted by the Board of Trustees at the January 27, 2015 Board of Trustees meeting.

 

One of the education activities identified in the Water Conservation Plan are Xeriscape Demonstration Gardens. These demonstration gardens are intended to show Erie Citizens actual ways they can change their landscaping to conserve water. They include xeriscaping plants and different irrigation techniques that can conserve water. Different varieties of turf grass that can conserve water will be demonstrated also. The garden will contain an information kiosk where citizens can get fliers that identify the different aspects of the demonstration garden. The fliers will contain information about how much water can be conserved by changing landscape to a Xeriscaping concept. A spine trail is in planning that will connect the future Rex Ranch subdivision with the Flatirons Crossing subdivision. This trail will pass through the area planned for the demonstration garden.

 

Chroma Design of Boulder created a demonstration garden design for the Town Water Treatment Facility. The Town requested competitive construction bids and three bids were received on April 14, 2016.

CoCal Landscape Services is a Longmont company that has performed many contracts for the Town successfully. They replaced many flood damaged plants at the North Water Reclamation Facility in 2014. They were also the low bidder this year on median maintenance for the Parks Department.

 

The concept for a demonstration garden at the Water Treatment Plant was first developed in 2011. Conceptual costs for the project were developed at that time. The concept was moved into planning in 2014 as part of the 2015 budget process. The Board approved the concept during the budget approval process. Construction costs have increased across the industry from when the conceptual costs were developed. The competitive bid construction costs exceeded the amount staff had budgeted for this project.

 

Town Staff met with CoCal Landscaping Services to value engineer the project by making changes and reducing the scope of the project for a savings of $50,365 to keep this project under budget. A Bid Negotiation Change Order will be issued for a $50,365 deduction, resulting in a revised cost of $123,140.
