SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The Town of Erie applied for a Safer Main Streets Initiative funding opportunity that was jointly sponsored by Denver Regional Council of Governments (DRCOG) and Colorado Department of Transportation (CDOT). The project the Town applied for will improve safety, access, and connectivity along County Line Road from Telleen Avenue to Cheesman Street. DRCOG and CDOT approved the Town’s funding request in the fall of 2020.
On May 25, 2021, the Board of Trustees approved an intergovernmental agreement with the State of Colorado to administer the federal funds. CDOT administers federal transportation funds for the State of Colorado. This project is in CDOT Region 4.
After CDOT executed an option letter on July 19, 2021, authorizing $425,000 for the design phase, the Town advertised for a design consultant.
On Sept. 28, 2021, the Board awarded a Professional Services agreement to Sanderson Stewart.
After working through various conceptual alternatives for improving County Line Road, the Town selected a street section, and Sanderson Stewart completed the final design.
CDOT has extensive requirements for oversight during construction. Additionally, CDOT does not allow the design engineer to provide inspection and construction management services. Consequently, Town staff advertised for a Construction Management firm to provide plan review, inspection, testing, assist with public relations and provide project oversight meeting CDOT’s requirements. On Oct. 24, 2023, the Board awarded a Professional Services agreement to RockSol Consulting Group, Inc. for construction management services.
Due to the limited right-of-way width for County Line Road and the intersecting streets, staff identified the need for several temporary and permanent easements. Typically, CDOT does not allow a project to go out to bid until all easements are acquired and CDOT authorizes the construction phase. To bid the project in time for construction to begin this summer, staff and their consultants meet with the State to discuss obtaining conditional right-of-way approval. There were four properties without finalized easements prior to the project going out to bid. The work in those 4 areas will not occur until the easements are obtained. At this point Staff has obtained 2 of the properties and is finalizing the remaining property acquisitions.
Staff posted a request for construction bids on BidNet Direct for the County Line Road, Telleen Avenue to Jay Road Multi-Modal Improvements project on March 27, 2024.
Staff then held a non-mandatory pre-bid meeting on April 5, 2024.

The project is over the existing budget. In order to construct this important project staff is asking for the Town Council to transfer an additional $600,000 for Budget Line Number 300-70-110-605000-100212 from 300-70-110-605000-100369 Town Center North Roundabout. We will request additional funds to replenish this account as part of the 2025 budget. We are still a couple of years out in beginning the North Roundabout project. In addition to funding the Safer Main Streets construction, this will allow funds to cover the two additional properties and the cost for streetlights to be installed.
The Bid includes a $200,000 Force Account that will be used instead of a contingency for minor changes during construction.
