STAFF RECOMMENDATION:

Staff recommend adoption of the Resolution approving the Site Plan and Special Review Use for the MVFR Fire Station #15.

SUMMARY/KEY POINTS

                     Town Council is the approval body for the Site Plan and Special Review Use of the Meadow View Fire Rescue Station at the southwest corner of Erie Parkway and Meadow View Parkway.

                     The use of Public Safety Station is allowed in this SR zone district by Special Review Use only.

                     Site Plans are typically the purview of Planning Commission but go to Town Council when coupled with a Special Review Use.

 

BACKGROUND OF SUBJECT MATTER:

These applications propose a new fire station at the intersection of Erie Parkway and Meadow View Parkway. The Town has long anticipated that this parcel would be developed with a fire station. The original 2009 Flatiron Meadows Subdivision - Master Plat set aside this parcel for a future fire station. The Town zoned Flatiron Meadows including this property as Suburban Residential (SR) with a Planned Unit Development (PUD) Overlay in 2007, with amendments to this Flatiron Meadows PUD in 2016 and 2017. The underlying SR zoning requires the Town to approve the fire station use as a Special Review Use (SRU) rather than a Use by Right. When an applicant proposes a new Site Plan with an SRU, both applications are subject to Planning Commission review and Town Council approval.

 

The applications propose a new 12,000 square-foot fire station to serve the emergency response needs of the growing population in Erie. The parcel is roughly 1.5 acres with street frontage on three streets - Erie Parkway, Meadow View Parkway, and Meadow Sweet Lane. The site plan proposes access from two of these frontages - Erie Parkway (exiting emergency vehicles only) and Meadow Sweet Lane (full movement). The building will have three vehicle bays and space for bunk rooms, meeting/training spaces, fitness facilities, a kitchen, and gear storage.
