Review and discuss issues submitted by Trustees for prioritization into the 2020 Work Plan and then conduct preliminary ranking.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:

 

 

Among the issues on this year’s Work Plan is # 28, “2020 Work Plan Development (Incorporate into Budget Process)”. The objective of this issue is to have the Board identify and rank the top issues/projects the Board wants to focus on for 2020. Doing this as part of the 2020 budget process, instead of in January as we did for 2019, will ensure the Budget includes the resources needed to address the Board’s priorities for 2020.

 

While the process we used during the January 13 retreat to identify and rank the top issues worked well, we are using a more streamlined approach this time:

 

1.                     Mayor and Trustees submit issues for consideration

2.                     Staff compiles preliminary list of Board submittals

3.                     Board reviews and discusses preliminary list and adds issues as necessary during August 20 study session

4.                     During the August 20 study session, we will do a quick Q&A and Advocacy exercise to address any questions on each issue and give Board Members an opportunity to give a 30 second “elevator pitch” on each of their top 3 issues and why you think that issue should be a priority.

5.                     Either before or after the Q&A/Advocacy exercise, Board members will use score sheets to individually rank all issues on three factors: Priority, Urgency, and Resource Requirements:

High Priority = 3                                          Very Urgent = 3                     Existing = 3

                                          Medium Priority = 2                                          Urgent = 2                                          Low = 2

                                          Low Priority = 1                                          Can Wait = 1                                          Moderate = 1

                                          Not a Priority = 0                                          Don’t Do = 0                                          Significant = 0

6.                     After the August 20 meeting, staff will tabulate the scores and prepare clarifying descriptions of each issue/project so the desired outcome is clear, determine the probable budget impact, and incorporate each issue into the recommended budget.

7.                     As part of the budget process, the Board will confirm or adjust priorities as needed to reflect budget and time constraints.

8.                     Once the Board approves the final 2020 budget, staff will finalize the Community Engagement Plans and other details for each issue to complete the 2020 Work Plan.
