SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The Town of Erie’s Non-Potable Master Plan Has two pressure zones, The non-potable water is pumped from the North Water Reclamation Facility to a 1-million-gallon storage tank located between Erie High School and Soaring Heights PK-8 School. The tank supplies the lower pressure zone and a pump station will supply the high pressure zone.
When the Soaring Heights property annexed into Erie, the Town negotiated an easement for a non-potable storage tank and pump station. When Saint Vrain Valley School District (SVVSD) was designing the Soring Heights building, they asked the Town to construct the storage tank while they were constructing their building. The Town was not ready to construct the tank and pump station because the pipeline was not in place to deliver water to the tank. In an effort to work with SVVSD, the Town hired Merrick and Company to design the tank and pump station. Because the water source was not in place, the pumps were not included in the construction contract. Velocity Constructors, Inc. was the contractor awarded the Storage Tank and Pump Station building contract.
In 2001, the non-potable pipeline was extended to the non-potable storage tank. Now that there is a water supply, the pumps can be installed. The pumped non-potable water will serve the SVVSD’s irrigation and the Westerly Development’s non-potable irrigation system.
A request for bids was posted on Bidnet Direct for the High Zone NP Pump Station Improvements December 17, 2021.

The Low bidder is Velocity Constructors, Inc. The Town worked with Velocity when the Pump station building, and storage tank was constructed. Staff had a very good experience working with them and believe they are very well suited to install the pumps and do the other improvements at the pump station.
Staff recommends awarding the construction contract for the High Zone NP Pump Station Improvements project to Velocity Constructors, Inc., for the bid amount of $244,103 and a contingency amount of $30,897 for a total contract amount of $275,000.
Fiscal Impact:
The 2022 Water Fund Budget (after 2021 rollover) has $1,440,173 appropriated for the non-potable water system improvements.
