Body
SUMMARY/KEY POINTS
• This contract is over $100,000 and therefore requires Council approval.
• The contract has been reviewed by the Town’s legal counsel, and its approval is vital to take advantage of the contractor’s schedule opening.
• This contract will start the exterior rehabilitation of the barn at Schofield associated with the State Historical Fund grant award
BACKGROUND OF SUBJECT MATTER:
In 2018, the Board of Trustees (now Town Council) approved a vision plan for Schofield Farm Open Space. Staff developed the plan through substantial public outreach, research on comparable sites, interviews with former residents, and detailed site analysis. This process created a framework to transform the property into a unique cultural and recreational resource for Erie residents and visitors. Since then, staff have advanced the project through a phased approach:
• A $30,900 History Colorado State Historical Fund (SHF) grant funded a Historic Structures Assessment.
• A $32,780 SHF grant supported interim grading design and the design of water and sanitary sewer connections.
• The Town installed water and sanitary sewer utilities onsite.
• A $250,000 SHF grant funded the full rehabilitation of the 1889 farmhouse, now home to Parks & Recreation staff offices and meeting space.
In 2024, Town Council allocated approximately $1.1 million from the Trails and Natural Areas Fund and $9.3 million from the Parks Improvement Impact Fund to fully realize the vision plan. The Town also secured a $1.1 million Land and Water Conservation Fund grant to support the first phase of construction of site improvements, which is currently underway. Work on the Erie Makerspace, funded by the General Fund, is also underway.
Over the past several months, staff collaborated with Form+Works Design Group and SHF to finalize construction documents for rehabilitating the historic barn. In June, SHF awarded the Town $250,000 to fund exterior improvements. Built around 1905, the barn stands as the largest and most iconic structure on the property and will serve as a community event, meeting, and interpretive space. The scope of work includes masonry repair, structural reinforcement, roof replacement, siding restoration, and window and door rehabilitation. Next year, the Town will complete interior improvements, including mechanical, electrical, plumbing, structural upgrades, and ADA accessibility.
A&M Renovations dba Heritage Window Restoration will begin exterior work this year. Both Form+Works and A&M bring several years of experience on the Schofield project after earning selection through a competitive RFP process.
