Staff’s analysis indicates the proposed Special Review Use (SRU) is consistent with approval criteria listed in the Unified Development Code (UDC), Section 10-7-11(C)(2). Approving the Resolution will confirm the Town Council’s agreement with staff analysis and findings.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The applicant proposes a new duplex on the lot at 675 Moffat Street. The proposed duplex is two stories and has a basement, consisting of approximately 4,925 SF of living space in total. The plan also includes a detached garage structure that provides two parking spaces for each unit.
Site History and Prior Approvals
The Hunts First Addition to the Town of Erie Subdivision originally platted this property in 1923. In 1928, the Old Town Erie Subdivision Plat consolidated multiple Old Town areas into one Subdivision Plat.
The property is zoned Old Town Residential (OTR), which allows duplexes as a Special Review Use. Existing uses surrounding the property include the Erie Middle School directly abutting to the north and primarily single family homes to the west, east, and south. Density and lot coverage varies along the block, with a multi-plex building at the corner and a mix of narrower and wider lot sizes to the east.
Special Review Use for 675 Moffat
The subject property is currently vacant. The proposed duplex use would add two residential units on a single lot. The duplex units are similar in scale to nearby dwellings in terms of width, height, and square footage. The architectural design is compatible with the neighborhood. The development meets the applicable design and development standards in the UDC as well as the approval criteria for the SRU.
The SRU and Site Plan went through two rounds of review and submittal. The associated Development Review Team (DRT) materials are included in this packet. Additionally, a neighborhood meeting was held on February 17, 2024-the notice and summary for which are attached to this item.
Planning Commission
The SRU was heard at the March 20, 2024, Planning Commission meeting. There were no public comments. Commissioners’ comments included clarity on drainage, appreciation for the infill development and architectural character in keeping with Old Town.
The Planning Commission voted unanimously (5-0) to approve the SRU. The draft meeting minutes for the March 20, 2024 hearing are included in this packet.
The applicant’s next steps toward development of the property will include building permit application(s) as necessary.
