POLICY ISSUES:

This design work is critical to facilitate timely construction of new water treatment facilities to serve new development is already entitled and/or expected to need water service by 2030. The growth-related costs of the facility expansion will be paid for with water tap (impact) fees.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:

The 2020 update to the Town’s Water Strategic Plan identified the need to construct the North Water Treatment Facility (NWTF) to enable the Town to meet the projected ultimate maximum day water demand of 37 MGD. The current treatment capacity of the Lynn R. Morgan water treatment plant is 16.65 MGD; and the 2020 Update predicted the Town will grow to exceed that capacity in 2033 at a population of approximately 54,300. The Town’s current maximum day demand is approximately 11.0 MGD. The Town population has increased by 9% over the last year. With demand increasing, final design and construction for new treatment facilities needs to be completed and in service by 2030.

 

On June 13, 2023, the Town Council approved a Professional Services Agreement with Burns & McDonnell Engineering for the Conceptual Design of the North Water Treatment Facility.  The new treatment facility site is located adjacent to and south of the existing North Water Reclamation Plant (see the Vicinity Map).

 

On Jan. 29, 2025, and as authorized by provisions in the Town’s Purchasing policy, staff authorized the First Amendment to the Professional Services Agreement for additional services including: completing a Deep Well Injection Feasibility Study; preparing a treatment pilot plan, testing objectives, drawings and specifications to be used to solicit vendor proposals to supply temporary pilot treatment equipment to the Town under rental agreements; and providing support services to retain a Deep Well Injection design consultant.

 

Burns & McDonnell has completed design to a 15% conceptual design level. The conceptual design confirmed the following facilities/components as part of the Final Design for the new water treatment facility:

 

Ø                     Phase I initial capacity of 6.6 million gallons per day (MGD) that will help meet 2030 demands; combined with Lynn R. Morgan WTF capacity (16.6 MGD) for a total of 23.2 MGD capacity in 2030.

Ø                     Flexibility to accommodate two future expansion Phases, target capacity of 20.4 MGD up to 24 MGD; for an anticipated future treatment capacity of 37 MGD in 2037.

Ø                     Utilize native groundwater and reusable water sources (Filly Lake Well, Boulder Creek Well Project, NISP)

Ø                     North Water Treatment Facility building will include:

o                     Pre-treatment - Coagulation, Flocculation and Sedimentation Basins

o                     Ultrafiltration (UF) - removal of bacteria, giardia, cryptosporidium and viruses

o                     Reverse Osmosis (RO) Filtration - total dissolved solids reduction, PFAS removal

o                     Granular Activated Carbon Vessels - remove organic compounds, PFAS, objectionable taste & order compounds, disinfection by-products reduction

o                     Disinfection Contact Basin

o                     Dewatering and Solids Handling

Ø                     Deep Well Injection and Tank Storage - RO brine disposal

Ø                     Water Reservoir Conceptual Design - 700 AF Raw Water Reservoir

Ø                     Raw Water Pump Station and System Piping

Ø                     Finished Water Transmission Piping

 

Now that the Conceptual Design is completed, staff requested Burns & McDonnell to provide a formal scope and fee proposal that is incorporated into this Second Amendment, to perform Final Design Services for the new treatment plant. In addition to the facilities described above, the Final Design includes the following key tasks:

Ø                     Pilot Treatment Systems Final Design and Procurement Assistance

Ø                     Preliminary and Final Design documents from 30% progress to 100% design documents for bid and construction

Ø                     Periodic Value Analysis of scope and costs to respect budget constraints while maintaining project function and meeting Town objectives

Ø                     Support for procurement and selection of a Construction Manager At-Risk (CMAR) for project delivery

Ø                     Support for Early Procurement of selected equipment packages

Ø                     Permitting & Stakeholder Communication

Ø                     Wildlife and Habitat Assessments & Construction Environmental Compliance Plan

 

A detailed listing of the Final Design scope is included in the Second Amendment, Exhibit A-1 Scope of Services.

 

Burns & McDonnell has performed well and acquired experience and knowledge on the Town’s past water and wastewater treatment projects; and developed the in-depth knowledge of the design and construction requirements for this project. Given the urgency to provide new water treatment facilities to meet growing demands as well as provide redundancy, resiliency and a water supply off the Colorado River Basin, staff believe it is in the Town’s best interest to retain Burns & McDonnell to provide final design services for this project.

 

Staff recommend authorizing the Second Amendment to the agreement for Professional Services for Final Design Services for the North Water Treatment Facility to Burns & McDonnell Engineering Company, Inc. in the amount of $7,520,837. This includes a proposal amount of $6,996,128 and a contingency amount of $524,709.

 

Fiscal Impact:

The 2025 Water Fund Budget (pending approval of Spring Supplemental) includes $25,071,602 for design and construction for the North Water Treatment Facility Improvements project.
