The policy issue is whether to expend budgeted funds for additional construction support services needed to close out the waterline project.

SUMMARY/KEY POINTS
• This Fourth Amendment to PSA will facilitate completion of construction inspection and construction change order services by the consultant needed to complete construction on schedule.
• The project is moving toward Final Completion by mid-November 2025.
BACKGROUND OF SUBJECT MATTER:
The following prior items were authorized:
• On July 12, 2022, the Town Council approved a Professional Services Agreement (PSA) with Burns & McDonnell Engineering Company to complete the construction documents for this project.
• On Oct. 12, 2023, staff authorized the First Amendment to PSA for added underground field utilities location and evaluation services in order to complete the design.
• On May, 3, 2024, staff authorized the Second Amendment to PSA to modify the pipeline alignment to avoid existing utilities conflicts.
• On Sept. 24, 2024, the Town Council approved the Third Amendment to PSA for Burns & McDonnell to provide Construction Management Services.
The current resolution before the Council includes the Fourth Amendment to the Professional Services Agreement with Burns & McDonnell for inspection and change order services above the effort originally anticipated. The change orders were related to Town’s directives to modify the construction schedule and require field pipeline adjustments required to avoid discovered utility conflicts. Approving this Amendment keeps the project progressing on schedule.
Staff recommends approving the Fourth Amendment with Burns & McDonnell to cover the additional services scope. There are adequate funds in the 2025 CIP project budget.
