Policy
POLICY ISSUES:
The Planning Commission has the authority to review zoning changes including Planned Development (PD) Amendments and Preliminary Plats and make a recommendation to Town Council.
Recommendation
STAFF RECOMMENDATION:
Staff finds that the Vista Ridge Planned Development (PD) Amendment No. 8 and the Vista Reserve Preliminary Plat comply with all applicable PD and Preliminary Plat approval criteria. Staff recommend the Planning Commission approve the resolutions recommending approval to the Town Council with the following condition:
1. Applicants shall make all necessary technical corrections in accordance with the Town Standards and Specifications to the submitted documents as may be directed by Town Staff.

SUMMARY/KEY POINTS
• Consolidates PD Area 2-10 into Area 2-6 with no increase to the long-standing 50-unit single-family cap.
• Expands PD Area 2-6 acreage, reducing overall density from 3.0 to 2.62 DU/AC.
• Maintains existing PD setbacks, dimensional standards, and architectural guidelines.
• The Preliminary Plat proposes 50 single-family lots, four tracts, connected local streets, and access from Single Tree Lane and Hickory Drive.
BACKGROUND OF SUBJECT MATTER:
The subject parcels remain in their original configuration as platted within the Vista Ridge Master Subdivision in 2001. The subject site is part of the larger Vista Ridge Planned Development (PD), originally approved in 2000 and subsequently amended several times as the neighborhood has built out through multiple subdivision filings. Within the PD, approximately 16.5 acres of the site (Area 2-6) are designated for Low-Density Single-Family Detached residential use. An additional 2.6 acres currently designated as Maintenance (Area 2-10) are proposed to be consolidated into Area 2-6, allowing the area to function entirely as Low-Density Single-Family Detached residential without increasing the number of lots already permitted within Area 2-6. Also proposed is a Preliminary Plat consisting of 50 single-family detached lots and four tracts for landscaping, detention, pedestrian connectivity, and utilities.
