SUMMARY AND BACKGROUND OF SUBJECT MATTER:
Among the issues on this year’s Work Plan is # 28, “2020 Work Plan Development (Incorporate into Budget Process)”. The objective of this issue is to have the Board identify and rank the top issues/projects the Board wants to focus on for 2020, and then include sufficient resources in the 2020 budget to actually address/accomplish those issues/projects (in addition to managing all of the Town’s day-to-day operations, programs and issues).
To accomplish this goal, in August the Town Administrator asked the Mayor and Trustees to list their individual top 10 priorities. The Administrator compiled a list based on all the responses, and then, in conjunction with a review of this year’s Community Survey results, asked the Board to individually rank each item on the list. The Board did that, and then staff used the results to confirm there was sufficient budget for each issue and to conduct a “feasibility” analysis to identify issues that, because of staffing constraints, time, funding or lack of sufficient Board support, should be either deferred to a subsequent year, or not pursued at all.
The attached summary table lists the Board’s priorities and identifies (in red font) the issues staff recommends not pursuing in 2020 without additional resources or additional support and direction from the Board.
Staff asks the Board to approve this list as the Town’s 2020 Work Plan. As noted above, this Work Plan represents the top priority issues staff and the Board will focus on in addition to all of the Town’s day-to-day operations, programs and issues.
