STAFF RECOMMENDATION: Approving the Resolution to award said contract, authorizing the appropriate Town officer to execute said contract, authorizing Staff to expend contracted funds and contingency funds, and authorizing new appropriation of funds.

SUMMARY AND BACKGROUND OF SUBJECT MATTER: At the May 9, 2017  board meeting, the Board of Trustees awarded Consultant Contract to OZ Architecture (OZ) for Town Hall Expansion Program Update.  Staff has worked with OZ over the past four months re-evaluating and updating the needs assessment that was developed in 2015.

Once the program was updated staff then worked with OZ to refine the layout of the Town Hall Expansion ensuring the new space will accommodate the needs of our residents, Boards and Commissions, contractors and our staff with a desirable and functional design.

Staff is now prepared to finalize the design and determine the construction costs for the Town Hall expansion working with Fransen Pittman General Contractors. Fransen Pittman was founded in 1994, and has a well embellished work record, including the completion of the Erie Police and Municipal Court building and the Town Hall Remodel.

 

Town staff is recommending taking the first step towards the construction of the Town Hall Expansion, which is entering into a Pre-Construction services agreement with Fransen Pittman General Contractors.

 

Town Hall Expansion:

The remodel of the Town Hall that was completed in February of this year accommodated immediate staffing needs, as well as 11 additional works stations, however the expected staffing needs and service areas needed to best serve our growing community and provide efficient service to our residents and customers will require additional space

The proposed 40,000 sq./ft. Town Hall Expansion includes a “one stop” service area, larger Board Room, public meeting space and room for growth. The layout of the expansion will allow for easy access to the frequently desired services offered at Town Hall now and in the future, including building permits, contractor license, planning reviews, paying water bills, cemetery inquiries and purchases and engineering project information requests.

The Town Hall expansion will encourage and support the economic success of our community for the foreseeable future. The expansion will continue to build on the commitment made by the Board to keep the anchor of our governing body in its existing location.

Staff is seeking early and effective input from the Board of Trustees with the intent of having a design and estimated construction cost prepared in order to assemble a 2018 ballot question by the end of 2017.

Finalizing construction feasibility                     September -October 2017

Fransen Pittman will work with the Town and OZ to finalize site use & needed improvements, material selection, building systems and equipment needed to meet the intent of the building design and develop Construction Documents.

Finalizing for Ballot                      November 2017

The final stage will provide detailed estimating, including mechanical, electrical, plumbing, fixture, lighting specifications, electrical needs, data, and to formulize the budget.
