SUMMARY AND BACKGROUND OF SUBJECT MATTER:

In partnership with the Mile High Flood Control District and FEMA, the Town of Erie initiated a multi-phased project in November 2023 to restore the Coal Creek channel and significantly reduce future flood impacts to the downtown area and areas along the creek corridor. These projects also enhance trail connectivity and safety throughout the Coal Creek corridor.

The project is divided into four reaches:

•                     Reach 1: From Cheesman St. to County Road 1 ½

•                     Reach 2: From County Road 1 ½ to County Line Road

•                     Reach 3: From County Line Road to Kenosha Road

•                     Reach 4: North of Kenosha Road

Construction is currently underway for Reaches 1 and 3, with completion planned for 2024.

The design process for Reaches 2 and 4 of the channel restoration projects recently began, with construction planned for 2027. Due to FEMA partnership funding for the channel restoration portion of the project, the trail design for Reach 2 will be administered under a separate agreement. This agreement will advance the trail design from Reliance Park to the underpass at County Line Road to full construction documents, aligning with the restoration work.

To ensure the trail design progresses alongside the channel restoration project, funding has been allocated from the Trails & Natural Areas Fund. Staff and the design team will coordinate to integrate both projects, maximizing efficiencies in the design and construction of the channel restoration and trail extension.
