SUMMARY AND BACKGROUND OF SUBJECT MATTER:

Erie Village Subdivision Filing No. 5 is a half-circle-shaped property located just north of Old Town Erie, west of East County Line Road, and is surrounded by C.W. Bixler Boulevard. The property is largely vacant except for one existing commercial building.

Site History and Prior Approvals

1.                     Annexation

•                     All the Erie Village area was annexed into the Town of Erie in March 1994.

2.                     Zoning

•                     Erie Village was zoned Panned Development (PD) concurrent with the original annexation in March 1994.

•                     The applicant brought several PD amendments over the years, with the most recent one being Amendment No. 6 in October 2020. That amendment removed a retirement continuum of care community on the site and permitted the site to be used for single-family and townhome lots as well as a commercial area. The PD also updated development standards for the project area. This amendment allows the submittal of the subject plat.

3.                     Plats

•                     Erie Village includes five different filings with multiple replats completed since 1994.

•                     The most recent replat approved for the site (Erie Village fifth Filing Replat A) in 2005 allowed 183 dwelling units consisting of single-family, duplex, and multi-family units. This development was intended to allow a retirement community with a continuum of care options. Commercial uses were also permitted.

•                     This proposed plat amendment is less dense than the original plat and will not include a retirement community.

Development Information:

•                     Plat Size:                                          14.82 acres

•                     Number of Lots:                     1 commercial lot

                                                                                    32 single-family detached lots

                                                                                    38 townhome lots

•                     Number of Tracts:                     14 tracts

The applicant proposes the creation of one commercial lot (two new buildings), 38 townhome units, and 32 single-family homes. The single-family homes are in proximity to C.W. Bixler Boulevard, and the townhomes are located on the interior of the neighborhood towards County Line Road. Access to all lots is provided through new streets and alleys that connect to the existing development. The new project will incorporate new sidewalk connections that tie into the existing development and surrounding areas. The tracts on the Final Plat provide access, landscaped areas, utilities, private amenity areas, private open space, and drainage.

Development Agreement

Staff negotiated the Development Agreement (DA) in concert with the Final Plat. The agreement includes cost estimates and reimbursement provisions for public infrastructure associated with the development.
