SUMMARY AND BACKGROUND OF SUBJECT MATTER:
In mid-2021, based on Colorado Department of Transportation (CDOT) bridge inspection reports, Engineering staff identified and prioritized the Weld County Road 3 bridge for repairs as soon as funding was available.
This bridge was constructed in 1989 and is located approximately one-half-mile south of State Highway 52 on Weld County Road 3. This is a single-span bridge with a corrugated metal deck supported by steel girders on concrete abutments. It spans over the Lower Boulder Ditch. See the attached Location Map.
In May 2022, staff retained RockSol Consulting under a Professional Services Agreement, and has since been working with the consultant to prepare preliminary and final construction plans for replacement of the existing bridge, upgrades to the bridge guard rails and reconstruction of the roadway over the bridge.
On Feb. 14, 2023, the Town was notified by the CDOT Bridge Inspection Program that the Weld County Road 3 bridge was inspected in January 2023 and was designated as requiring “Essential Repairs;” a designation that recommends replacement of the existing corrugated steel deck due to severe corrosion, within the next 6 to 12 months.
In April 2023, CDOT selected the project to receive a $1,036,368 CDOT Off-System Bridge Grant for construction costs to replace the existing bridge and roadway using a box-culvert bridge design.
On October 10, 2023, the Town executed an Intergovernmental Agreement with CDOT; accepting the grant, in accordance with Town Resolution No. 23-112.
This Third Amendment to the Professional Services Agreement is to authorize:
1. Additional studies required by CDOT as part of the due diligence plan review
process including:
• Additional Hydraulic Modeling to ensure adequate box culvert channel capacity and freeboard;
• Historic Clearance study for the Sullivan Ditch and potential adjacent structures on property at the southwest corner of the project.
2. Post-Design Services needed during construction to include:
• RFI Review and Response
• Submittals Review and Response
• Support for design updates/changes
• As-built drawings
Staff recommends approving the Third Amendment with RockSol Consulting for the Weld County Road 3 Bridge Replacement Project for the following reasons:
• Enables CDOT to complete plan reviews considering the results of added studies, and authorize Advertisement for Construction Bids to meet schedule and replace the bridge within the next 12 months; and
• RockSol Consulting as the design Engineer of Record is best qualified to provide the Post-Design services.
Other prior contractual items related to this project include:
• March 1, 2023, staff issued the First Amendment to the Professional Services Agreement with RockSol Consulting to revise the Preliminary design to implement a bridge structure replacement with concrete box culverts.
• March 28, 2023, the Board of Trustees approved the Second Amendment to the Professional Services Agreement that enabled the project to complete final construction plans to replace the entire bridge structure with concrete box culverts, instead of replacing the steel deck.
Future consent items anticipated for the Board to approve in late 2023 include: Authorization for construction management services; and award of a construction contract.
Fiscal Impact:
Sufficient funding is included in the CIP Project budget including: $43,453 for services and a 15% contingency of $6,517 for a total recommended cost of $49,970. In accordance with the CDOT Grant provisions, the Town is responsible for the design and post-design services; and the construction costs will be credited to the CIP Project as reimbursements are received throughout 2023 and 2024.
