SUMMARY AND BACKGROUND OF SUBJECT MATTER:

The Town has been developing an amendment to the January 2018 Transportation Master Plan. This amendment focuses on developing our first Town Median Policy. It will establish locations and specifications of medians throughout the Town. These medians will be constructed as development proceeds over time, whether by the Town or developer. This policy will also establish sustainable designs for Town medians considering the economic, environmental, and social aspects of sustainability.

On June 16, 2020, Town staff along with the Town’s consultant, Felsburg, Holt & Ullevig (FHU), Inc., presented an early draft of the policy to the Board of Trustees to gain feedback through a Board Study Session. Town staff and FHU have made changes to address the comments received from the Board of Trustees.

Additionally, Town staff have presented the Median Policy to Town of Erie Advisory Boards. The Town of Erie Tree Board, Open Space and Trails Advisory Board (OSTAB), and Sustainability Advisory Board (SAB) have all signed a letter of support in reference to the Median Policy.

Staff now recommends adoption of the Median Policy on the Consent agenda. An abbreviated presentation on how the Board’s study session comments have been addressed has been included if the Board desires to discuss this further.

 

It has not been Town staff’s practice to ask for Board approval of operational policies. However, given the broad-aesthetic considerations proposed in this Median Policy, and the Board’s earlier questions, staff wants to confirm the Board’s support for the Median Policy.
