SUMMARY AND BACKGROUND OF SUBJECT MATTER:
The Erie Municipal Airport (EIK) Master Plan was orginally introduced to Town Staff, the Airport Manager’s Advisory Group and the general public via an introductory meeting for the general public in November 2012.
Since that time Staff has been working with the consultant, the airport manager, and the Federal Aviation Administration (FAA) while at the same time updating and receiving direction from the Board of Trustees.
At the November 10, 2015 Board of Trustees Meeting, the consultant presented the Master Plan and the options that were going to be included in the plan. The Board of Trustees directed Staff and the Consultant to include a future straight-in instrument approach in the master plan.
Since this meeting, the consultant has added the instrument approach and addressed all of the FAA’s comments. The document was then sent back to the FAA for airspace approval. The comments from the airspace review were minor and the consultant has addressed these comments.
As defined by the FAA, an airport master plan is a comprehensive study of an airport that describes the short-, medium-, and long-term development plans needed to meet future aviation demand. An airport master plan guides the physical growth of the airport to cooordinate with the future demands for services, available funding and environmental considerations. This plan is just that, a plan, and will only be implemented as warranted by actual activity.
The FAA requires the Town of Erie to maintain an up-to-date plan to remain eligible for federal grant funds.
The following alternatives were included in the final draft of the Airport Master Plan:
Alternative No. 1: Current FAA Standards (Improve airfield to accommodate current FAA airport design standards.
Alternative No. 2: Improved All Weather Capability (instrument approach)
Alternative No. 3B: Accommodate Winds with Runway Widening (from 60 feet to 100 feet wide)
Alternative No. 4A: 220’ Runway Extension to 4,920 Feet
Alternative No. 5B: Moderate Landside Developmet (including conceptual new apron, hangars)
Before you tonight is the final draft of the 2016 Airport Master Plan. Staff is recommending that the Board of Trustees adopt the Master Plan. Once adopted, Staff will send the Town adopted Master Plan to the FAA for their signature and execution.
