Recommendation

Resolution to approve the IGA with Boulder County, have appropriate Town Officer execute said IGA, and direct appropriate staff to process reimbursement to Boulder County for up to $120,000 for a double westbound left turn lane and up to $10,000 for a roadway easement.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:

Erie is working with Boulder County and Colorado Department of Transportation (CDOT) to improve the safety at the intersection of US287 and Isabelle Road. The Board of Trustees approved a Cooperative Agreement for US287 and Isabelle Road at the February 14, 2017 Board of Trustees meeting. This agreement included the design and construction of a second left turn lane at the request of the Town of Erie to assist with future traffic volumes. The design cost for the second left turn lane was incorporated into the design of the intersection funded by Boulder County and CDOT, but the construction cost for the second left turn lane would be paid for by the Town of Erie.  The initial estimate for the additional west bound left turn lane was less than $300,000.

In addition to intersection safety improvements, Isabelle Road will be widened and straightened out from east of 109th Street to US287. During the design phase staff determined that an easement is needed to straighten out the Erie Parkway section of the Road east of 109th Street.  This section of the road is in Erie, and Boulder County is not able to use Boulder County funds for an easement for Erie. The estimated cost for the Town of Erie easement is $10,000.

The design of the safety improvements are complete and Boulder County anticipates bidding this project this year. With the design complete, the estimated cost of the additional left turn lane is $120,000.

The IGA sets forth the understanding between Boulder County and the Town of Erie for the Funding of the US287 and Isabelle Road Safety Improvements.

Fiscal Impact:

The Town has budgeted $300,000 for the past couple of years in anticipation of funding the double westbound left turn lane.  The first 2020 supplemental is proposing to roll only $150,000 to fund the improvements and pay for the needed road easement. There may be miscellaneous unknown expenses which is why an additional $10,000 is being kept in the account.
