SUMMARY/KEY POINTS
• The Briggs Street Alley Project requires acquisition of 39 Temporary Construction Easements.
• RockSol will provide oversight to generate legal descriptions and parcel acquisition services through an addendum to the original contract.
BACKGROUND OF SUBJECT MATTER:
Alleys on the 500 and 600 blocks adjacent to Briggs Street are located in unimproved right of way, lacking proper drainage conveyance and can be difficult to access following storm events. Both businesses and residents use the alley for deliveries and access to properties on a daily basis.
A 60% design plan set was completed by Rocksol for the Briggs Street Alley Project. Based on this design, a total of 39 Temporary Construction Easements need to be acquired prior to beginning construction on the project. Each easement will require a legal description, title work, appraisal, and meetings with the property owners. In addition to the easements as identified in the plans, some costs for revisions to the easements based on meeting with each property owner have also been assumed in the scope of work.
The total cost of the addendum request is $128,728.00. This includes $19,600 for 39 legal descriptions, and $109,128 for parcel acquisition negotiation and closing services. Easement acquisition services could not be included in the original contract scope of services because the number of parcels impacted for grading and driveway connections was unknown at that time.
Easement acquisition services are expected to take approximately one year. Construction for this project is anticipated to begin after easement acquisition concludes which is anticipated to be in late 2026 or early 2027.
