SUMMARY/KEY POINTS
• This agreement will begin the creation of a strategic plan for improving the Coal Creek Corridor south of Erie Parkway.
• The Coal Creek corridor south of Erie Parkway is experiencing erosion and maintenance challenges.
• Coal Creek north of Erie Parkway has been improved or is currently under design for improvement.
• This strategic plan will assist in obtaining funding for future improvements.
BACKGROUND OF SUBJECT MATTER:
The Coal Creek corridor south of Erie Parkway is experiencing multiple erosion and maintenance challenges. Town staff conducted a field visit early spring of 2025 to perform an initial condition assessment which identified several areas of concern.
The goal of this project is to develop a strategic plan for improving the Coal Creek corridor including a program of projects with a conceptual design and list of project requirements, such as permitting, land acquisition, recommendation for vegetation remediation, final design costs, construction costs, and a proposed schedule for completion over the next 10 to 15 years. This will assist the Town in developing a 10-year Capital Improvement Plan for Coal Creek.
Another goal of the project is to develop a list of potential grant funding sources with information on the grant requirements and typical cycle for submittal.
The Town of Erie issued a Request for Proposals on July 22, 2025, which was due on August 19, 2025. Six proposals were submitted from the following firms:
• ICON Engineering
• JR Engineering
• Kimley Horn & Associates
• Merrick & Company
• Confluence Consulting
• RESPEC
Following review and consideration of the proposals, the selection team chose Merrick & Company as the preferred design firm based on their understanding of the project needs and a strong design team presented in the proposal. Merrick has done multiple projects for the Town of Erie including: The 2016 Outfall Systems Plan Update, the Water Master Plan, and the Wastewater Collection Systems Master Plan. Merrick also assist the Town with development review of drainage and utility reports.
To begin this important strategic plan for Coal Creek south of Erie Parkway, staff asks that the Erie Town Council approve the Resolution and Professional Services Agreement with Merrick & Company.
