SUMMARY AND BACKGROUND OF SUBJECT MATTER:
Public Works was notified by the President of the Boulder and Weld County Ditch Company of some potential issues with the Town owned and maintained ditch crossing under Kenosha Road just west of Lombardi Street on January 15th. Staff inspected the culvert the same day and determined that the repair would need to be made prior to ditch operations resuming in March, if not sooner. Staff contacted a qualified contractor the following day for pricing.
The 30-plus year old culvert appears to be compromised due to corrosion; most of the bottom section and some of the side sections are no longer intact. This condition is allowing water to flow under and around the culvert. At this time Kenosha Road does not appear to be damaged, however when the ditch flows resume, it will only be a matter of time before water washes the ditch out, and the road with it. Timing of such an event would be difficult to predict and could cause travel impacts and possible safety issues to the public.
Staff worked with Scott Contracting on pricing and specifications. This is the same contractor that recently completed the Zone 3 Water Line Extension Project successfully, the pricing appears to be reasonable based on the scope of the project and timing. The attached proposal for $68,462 includes demolition and replacement of the galvanized pipe with a concrete culvert, paving, rip rap fortification of the bank adjacent to the culvert, materials and traffic control. This price includes roughly $5,000 for upsizing the culvert at the Ditch Company’s request, which will be reimbursed to the Town.
We were informed January 25th that the Ditch Company plans to begin operating again February 12th. Given this circumstance and potential risks to public safety we feel this repair should be effected as an emergency per Section 18 of the Town’s Purchasing Policy.
We have adequate funds in the Streets/Bridge Repairs budget to cover this work and still have remaining funds for additional repairs or unforeseen issues throughout 2018. Scott Contracting will mobilize the week of February 5th. We anticipate a full road closure of Kenosha Road between Lombardi Street and 119th Street for 5-7 days. All residents in Kenosha Estates and Kenosha Farms will be able to enter Kenosha Road and travel east to County Line Road. All residents west of the ditch crossing on Kenosha Road will maintain access from the west.
