SUMMARY AND BACKGROUND OF SUBJECT MATTER:
This project will complete improvements to Coal Creek from Cheesman Street to north of Kenosha Road. It includes channel restoration and replacing both the County Line Road bridge and Kenosha Road Bridge. This stretch of Coal Creek has been defined in 4 reaches, see attached site plan. Reach 1 and 3 are currently under construction as a jointly funded project with Mile High Flood District. The FEMA grant described below will fund the design and construction of Reach 2 and 4 and the two bridges. When the entire project from Reach 1 through 4 is complete, it will remove properties in Old Town from the floodplain along with properties in the Weld County area of Westview Estates. Many residents living in Westview Estates were impacted during the 2013 Flood.
On July 26, 2022, the State Office of Emergency Management submitted the Town of Erie’s flood control sub-application to FEMA under DR-4498. In June 2023, FEMA requested additional information. Town staff worked with the State to respond. One of the requests was to revise the funding request as a phased project. The first phase includes design, studies, and construction documents, the second phase includes construction.
On Oct. 17, 2023, the State OEM notified the Town that FEMA had selected this project for funding.
At the Feb. 27, 2024, Town Council Meeting the Town Council approved the grant agreement for funding the design phase of this project and the additional funds needed for the 2024 Budget.
The State must sign the grant agreement before the Town can award the Professional Services Agreement for the design of this project. Once the State has signed the grant agreement, the Professional Services Agreement can be signed by both the Consultant and the Town. Due to the tight time frame on this project, Staff is bringing this Professional Services Agreement before Town Council for approval prior to having the agreement signed. As soon as the State signs the grant agreement, RockSol will execute the Professional Services Agreement, after which the Mayor can sign.
In anticipation of entering into an agreement with the State for the funding of this project, Town staff used the following schedule for selecting a design team:
Request for Proposals Issued Nov. 27, 2023
Pre-Proposal Meeting Dec. 5, 2023
Proposals Due Jan. 16, 2024
Staff review of Proposals Jan. 25, 2024
The Town received three proposals. A committee of six staff reviewed the proposals and RockSol Consulting Group, Inc. ranked in first place. The following is the ranking.
Firm Score
RockSol Consulting Group, Inc. 90.8
Felsburg Holt Ullevig 87.3
The Vertex Companies, LLC 67.8
RockSol teamed up with ICON for the design of two bridges and the restoration of Coal Creek. The Town has worked with both RockSol and ICON on related projects in Erie, and believe they are the best design team for this project.
