SUMMARY AND BACKGROUND OF SUBJECT MATTER: At the April 19th Board of Trustee Meeting the Board of Trustees directed staff to “be creative in finding space for new staff” in an attempt to advance the hiring of a two new staff members; a building inspector and a planner. Staff has found space to temporarily accommodate the new building inspector, who began work on May 2nd.   The hiring process for the new planner will take approximately 8 weeks and has not yet begun.

Understanding the urgency from the Board of Trustees at the April 19th meeting, it is staff’s recommendation to accelerate the Town Hall remodel construction schedule, from the original anticipated start date of Mid-August 2016 to Mid-June, pending completion of construction documents and necessary permitting.

 

The following scope of work is the important necessary work to upgrade the part of the existing Town Hall to begin to meet the growth that we are experiencing now and in the next 5-8 years.  The following items are essential items critical to the continued growth and economic success of the Town and the staff that is vital in providing these services.

 

Project Scope:

South Wing Construction (old Police area)

The south wing will become new offices for both the Finance and IT Departments.

                     Finance currently 7 Full Time Employees (FTE)

                     IT currently 3 FTE and 1 Part Time Employee

                     Future Staffing 3 additional workstations in Finance and 1 additional workstation in IT

 

The South Wing work will include an addition of a 8-10 person conference room, new lighting, flooring, paint, furniture, security and replacing the over 15 year-old mechanical system.

Main Floor Construction (current Finance, IT and Building Dept. area)

The main floor will become new offices for Human Resources and the Community Development Department. The Community Development Department will have a new office constructed for the Planning Division and the current Building Division office will be reconfigured to better meet staff’s needs. 

                     Human Resources currently 2 FTE

                     Planning Division currently 4 FTE

                     Building Division currently 6 FTE

                     Future Staffing 1 additional workstation in Human Resources, 1 additional workstation in Planning Division, 1 additional workstation in the Building Division

 

The Main Floor work will also include an addition of an 8-10 person conference room, new lighting, flooring, paint, furniture, security and upgrading the existing mechanical system.

Main Entrance Construction (south entrance at the bell tower)

The main entrance is a very important piece of the remodel.  It will add a gathering location outside of the building and achieve the goal of making a noticeable entrance to Town Hall. The work will include the necessary addition of an ADA ramp, and adding stairs.

The construction of the south wing, main floor and main entrance will achieve the goal of having a “one stop shop” when residents and customers enter the building and help improve customer service.

Second Floor Construction and Reconfiguration

The second floor will have minor work done after the completion of the first floor work.  Construction of one office which will become the Public Works and Parks and Recreation Administrative offices, along with reconfiguring now vacant offices to become adequate office space for Economic Development and Engineering Staff. The second floor work will also include lighting improvements.

In addition to the interior construction items on both floors, there are several items that no longer function correctly due to the increased demand of the building.  It is projected that some of that work will be addressed at this time, such as exterior painting and water mitigation.

This is the first important and necessary step to upgrading the existing Town Hall that will aid in staff providing vital services to our growing community.
