SUMMARY AND BACKGROUND OF SUBJECT MATTER:
In 2020, an engineering consultant was hired to provide design services for two roundabout locations on County Line Road. The northern roundabout location was identified at County Line and Maxwell Avenue and, the South Roundabout was identified at County Line and Austin Avenue. The purpose/need for the south roundabout is intended to:
• Facilitate a five-leg intersection
• Provide a traffic calming measure from a straight arterial section entering Erie
• Create an entry gateway into the downtown area.
In 2022, a second engineering consultant firm was hired to provide design services for the County Line Road sections between Austin Avenue and Evans Street (excluding the roundabout intersections). The scope of the design effort included additional lanes on County Line from Austin to Erie Parkway, and improved corridor performance from Erie Parkway to Evans Avenue while remaining a single lane in each direction.
Due to the proximity of the South Roundabout Project and County Line Corridor Improvements between Mitchell Way and Erie Parkway, it was determined to be in the Town’s best interest to combine the two designs into a single construction contract bid as Bid Schedule A and Bid Schedule B.
Staff posted a request for construction bids on BidNet Direct for the South Roundabout Project (Schedule A) and County Line Road Improvements Erie Parkway to Mitchell Way (Schedule B) on March 18, 2025. The request for bids required potential bidders to submit pricing for Schedule A and B of the project.
Contractors submitted the following bids on April 15, 2025.

Concrete Express is the lowest and most qualified bidder.
This project will widen County Line Road to four lanes between Erie Parkway and Austin Avenue, with a landscaped median, sidewalks on both sides, and improved bike facilities-including a raised bike lane and a detached trail at the roundabout to enhance cyclist safety. Construction will maintain one lane in each direction on County Line, with limited closures on Austin Avenue (east and west legs) to accelerate the schedule. The closures on Austin Avenue will not occur concurrently. The east leg must reopen before school starts in August 2025. Access to all businesses will remain open throughout this project. The project will begin June 1 and is expected to reach substantial completion by December 2025.
Communication Plan
The Town has developed a comprehensive communications plan to keep the community informed about this project. Updates will be shared weekly in the Town Manager's Update e-newsletter, on the Town’s social media accounts, and through optional text or email alerts. A dedicated project webpage features an interactive map outlining detours, timing, and other key details. In addition to public communications, Town staff are maintaining regular contact with nearby business owners and the charter school and will continue collaborating with them to provide necessary wayfinding signage or other support throughout construction.
