BACKGROUND OF SUBJECT MATTER:
The Colorado Dam Safety Office of the State Engineer (SEO) performed the annual inspection for Erie Lake Dam on September 26, 2022 and observed pooling water at the downstream toe of the dam, located along the southwest portion of the embankment. SEO instructed Town staff to institute a daily monitoring plan and to update data on a shared file with photographs and measurements. On September 27, 2022, the Utilities staff cleared vegetation from the wet area and identified the active source of seepage. The Town’s Utilities department contacted HDR for support on evaluating the seepage issue. HDR was contracted to perform a data/records review of pertinent available documentation, perform an onsite dam examination, and deliver a technical memo of findings and recommendations.
On February 24 2026, the Town contracted with Geo-Solutions for construction of the repairs. Construction is currently underway. During construction, Geo-Solutions has encountered conditions that differ from original assumptions. Additionally, it was discovered that the lake’s outlet works needed to be repaired and improvements made. These changes have resulted in Work Change Directives 1, 2, & 3, which are summarized in Change Order No. 1. The changes have been reviewed by the State Engineer’s Office and our engineer of record, HDR Engineering and are deemed necessary and appropriate.
