POLICY ISSUES:

The policy issue is to allow duplex residential units within the development and whether the Planning Commission agrees with staff that the proposed Planned Development Amendment complies with the Planned Development Approval Criteria found in 10-7-20 of the UDC.

 

STAFF RECOMMENDATION:

Recommendation

Approve the Resolution with Conditions.

 

Staff finds the Parkdale Masters Property Planned Development - Development Plan Amendment No. 1 complies with the Planned Development Approval Criteria and recommends the Planning Commission adopt Resolution P24-11 recommending approval to the Town Council with the following condition of approval:

a.     Prior to consideration by the Town Council, Applicant shall make all technical corrections to the Application as required by the Town.

SUMMARY AND BACKGROUND OF SUBJECT MATTER:

The subject site is generally located north of Baseline Road and west of Coal Creek Boulevard. The property is approximately 17.7 acres in size.

 

Site History and Prior Approvals:

1.                     Annexation

a.                     The Town annexed the subject site in three separate pieces in 2016, 2018, and 2022.

 

2.                     Zoning

a.                     The Town approved zoning associated with each of those annexations - Low Density Residential with PUD Overlay (2016), Low Density Residential no PUD Overlay (2018), and PD zoning (2022).

b.                     The Town approved a rezoning to the Parkdale Masters Property PD in 2023, which replaced the prior zoning with one cohesive PD.

c.                     Proposed Parkdale Masters Property PD-DP Amendment No. 1:

This proposed PD amendment seeks to expand the allowed uses in the PD-DP to include duplex development. No other changes are proposed by this amendment.

 

Details on this application and staff findings are included in the attached staff report. The next steps in this project will include Public Improvement Permits and building permits.
