SUMMARY AND BACKGROUND OF SUBJECT MATTER:
In 2018, staff began working with Oakwood Homes and Terracina Design on a new neighborhood park for the Erie Highlands neighborhood, now named Clayton Park. The first citizen open house was completed April 10, 2018. Based on community input, conceptual designs were created and presented back to the community at a subsequent meeting on October 17, 2018. The master plan for the park was approved by the Board of Trustees at the November 13th, 2018 meeting. Staff and Terracina completed construction documents in August of 2019.
At its November 12th, 2019 meeting, the Board of Trustees approved a Neighborhood Park Agreement with Oakwood Homes for the construction of Clayton Park (item 19-457). In this agreement Oakwood Homes agreed to convey the park property to the Town on or before December 11, 2019, and pay the Town $2,025,000 to fund the cost of park construction.
Construction Contract
On October 30th, 2019 an invitation to bid was released and seven bids were received by the deadline:

American Civil Construction $2,041,462.66
AJI, Inc. $2,185,406.00
McCauley Construction $2,338,847.14
The staff evaluation team’s analysis concluded Roche Construction is the best overall contractor to complete the project based on the following factors:
• Bid amount
• Past work history/experience
• Completion of similar projects
Construction Administration Contract
In order to coordinate with the adjacent school construction and ensure a high quality and efficient construction project, staff issued a request for proposals for Owner’s Representation on October 2, 2019. The Town’s deadline for submitting proposals was October 16, 2019, and five firms submitted proposals by that date. After an evaluation of all five firms, the following two were chosen by Town staff to interview:
- Wember, Inc.
- NV5
The interview process was conducted by members of Town staff from Parks & Open Space, Recreation and Administration.
Upon further evaluation, staff identified Wember Inc. as most qualified to complete this project.
