POLICY ISSUES:
Staff are presenting the findings of Erie Community Center (ECC) Addition and Renovation Study. Staff ask Council to consider whether to amend a Professional Services Agreement to continue with design and construction documents for the project and what magnitude of expansion to pursue.

STAFF RECOMMENDATION:
Staff is presenting the findings of the Erie Community Center Addition and Renovation Study for Council’s consideration. The information is intended to inform Council on the scope, feasibility, and cost implications of potential expansion and renovation options identified through the pre-design process. Based on this information, staff ask Council for direction on whether to amend the existing Professional Services Agreement at a future meeting to authorize the next phase of work, including design development and construction document preparation. Staff recommend proceeding with this work while conducting polling to gage voter willingness to support a tax increase that would be necessary to fund the expansion.
Body
SUMMARY/KEY POINTS
• Staff will provide background information from the 2021 Facilities Strategic plan specific to the ECC and key takeaways from the 2025 Parks, Recreation, Open Space, and Trails (PROST) Playbook regarding existing ECC recreation facilities and programs.
• The ECC site and facility has been studied and an addition to the existing facility has been determined feasible. Pre-design concepts and budget for an ECC building addition and existing building renovation are complete.
• Since both the ECC renovation/expansion and a second community campus will require voter approved bond funding to complete construction, and the second campus will likely require additional voter approved funding for ongoing operations and maintenance and capital replacement, staff wants Council to have the most up to date information on this issue as Council considers what issues to conduct polling on to gage voter willingness to support a tax increase for different purposes.
• Staff also ask for Council direction on whether to move this project through the construction documentation stages, and if so, whether to focus on just the Targeted Expansion and Renovation (7,172 SF for $14.5 million) or that plus the Gym and Fitness Expansion (10,260 SF for $12.5 million or a total of 17,432 SF for $27 million).
BACKGROUND OF SUBJECT MATTER:
In 2020, Town staff worked with a strategic planning consultant to analyze Town-owned facilities and establish space standards for staff, identify space deficiencies and inefficiencies in space usage and functionality, and identify long-term facility maintenance requirements, including the ECC. Funds were appropriated in 2025 to hire a qualified firm to conduct a study of the existing building and potential for renovation and potential additions to meet current demand. Through a competitive bid process, the Town awarded the project to Collab Architects in June 2025.
The current agenda item before Council includes a summary report developed through the pre-design collaboration efforts between Town staff, users, and Collab architects. The summary report and presentation provide an update to Council on the pre-design effort and presents building addition and renovation concepts and conceptual budget.
The ECC renovation and addition is a necessary, stand-alone investment that responds to documented capacity constraints, space inefficiencies, and facility limitations that exist today, independent of any future facilities. The 2021 Facilities Strategic plan, the adopted PROST Playbook, and the 2025 pre-design effort collectively confirm that the ECC is operating at or beyond functional capacity and that targeted expansion and renovation are required to support current programs, improve operations, and enhance the patron experience. While a second community campus addresses long-term growth, geographic access, and future demand that cannot be absorbed by a single site, it does not replace or eliminate the need to address existing deficiencies at the ECC.
Both the ECC renovation/expansion and the second community campus will require voter approved bond funding to complete construction and the second campus will likely require additional voter approved funding for ongoing operations and maintenance and capital replacement. Since Council is considering what issues to conduct polling on to gage voter willingness to support a tax increase for different purposes, staff wants Council to have the most up to date information on this issue.
The Erie Community Center (ECC) has become a cornerstone of the Town’s identity, welcoming residents of all ages to connect, play, and grow. With more than 225,000 annual visitors and nearly 90,000 program participants, the ECC embodies the Town’s investment in community vitality. Enhancements to programs, facilities, and support spaces are needed to ensure the ECC remains a vital and vibrant resource. The addition and renovation of the ECC represents a response to existing demand, deferred capacity, and operational inefficiencies. Staff is providing an update to Council on the work completed to date, including design, budget, and next steps.
