POLICY ISSUES:
This resolution authorizes design modifications to the proposed building addition’s structural system and interior layout to reduce its square footage during the Design Development phase, aligning the project with the space allocation established in the 2024 Conceptual Design. The amendment also incorporates additional design scope to ensure consistency with the Council-approved Beneficial Electrification Plan and participation in Xcel Energy’s Energy Design Assistance program. No additional appropriation of funds is required.

SUMMARY/KEY POINTS
• The Agreement for Professional Services with D2C Architects exceeds $100,000, so amendments to this agreement must be approved by Council
• D2C Architects, with input from Town staff, completed a needs assessment that identified 61,000 square feet of programmed space at the schematic design phase. The First Amendment approves design modifications to the building’s structure and layout, reducing the addition to approximately 50,000 square feet in line with the Conceptual Design and lowering projected construction costs through 2026-2027.
• Approving the First Amendment also approves added scope for D2C to participate in the Energy Design Assistance program through Xcel Energy, which will allow the Town to pursue and maximize energy efficiency rebate credits from Xcel Energy.
BACKGROUND OF SUBJECT MATTER:
On Sept. 10, 2024, the Town Council approved an Agreement for Professional Services with D2C Architects for Design and Engineering Services for the Erie Police Department Expansion and Remodel Project.
On May 13, 2025, the Town Council approved a Beneficial Electrification Plan.
On August 26, 2025, the Town approved a Construction Manager at Risk contract with Fransen Pittman for pre-construction services for the Police Department Expansion and Remodel Project
The 2025 Police Facility Impact Fund budget includes $3,748,482 for Engineering, Design, and other soft costs for the Erie Police Department Expansion and Remodel project.
